Tanu Kaskinen fab8a16b0f echo-cancel: Add some bits for webrtc intelligibility enhancer 
It's not possible to enable the intelligibility enhancer at the
moment, because the feature would require modifying the audio that we
play to speakers, which we don't do currently. All audio processing is
done at the source side, and it's not easy to change that.

This patch is based on Arun Raghavan's code, I just reordered things
a bit and reworded the FIXME comment.

HACKING:
	In order to run pulseaudio from the build dir __OPTIMIZE__ should be
	disabled (look at src/pulsecore/core-util.h::pa_run_from_build_tree()),
	this can be done by passing "CFLAGS=-O0" to the configure script:
	  ./autogen.sh
	  CFLAGS="-ggdb3 -O0" LDFLAGS="-ggdb3" ./configure
	  make
	  ./src/pulseaudio -n -F src/default.pa -p $(pwd)/src/
