	render/timeline: introduce wlr_timeline
wlr_timeline is a synchronization primitive based on drm_syncobj timelines. They are heavily inspired from Vulkan timeline semaphores [1]. [1]: https://www.khronos.org/blog/vulkan-timeline-semaphores
