docs: mark opacity as runtime-only command

The opacity command requires a container in handler_context and is
registered in command_handlers[] (runtime-only). Using it directly
in the config file results in "Unknown/invalid command 'opacity'".
It works only via swaymsg, bindsym, or inside for_window blocks.
