Arun Raghavan 39bc380c12 build-sys: Add the ability to disable maintainer mode 
This allows us to disable automatically updating build system files in
case things change. This is desirable in the common case, but not
necessarily for CI, where we want the ability to take a build directory
as an artifact from one stage to the next (i.e. into a fresh checkout).

HACKING:
	In order to run pulseaudio from the build dir __OPTIMIZE__ should be
	disabled (look at src/pulsecore/core-util.h::pa_run_from_build_tree()),
	this can be done by passing "CFLAGS=-O0" to the configure script:
	  ./autogen.sh
	  CFLAGS="-ggdb3 -O0" LDFLAGS="-ggdb3" ./configure
	  make
	  ./src/pulseaudio -n -F src/default.pa -p $(pwd)/src/
