I think this makes the code a bit nicer to read and write. This also
reduces the chances of off-by-one errors when checking the bounds of
the sample format value.

move code to function pa_mult_s16_volume() in sample-util.h

idea is to allow optimized code path (similar to volume code)
and rework/specialize mixing cases to enable runtime performance improvements
no functionality changes in this patch
