Use FIONREAD instead of TIOCINQ

On Linux the two ioctls FIONREAD and TIOCINQ share the same number.
However TIOCINQ is used for terminals while FIONREAD is used (among
others) for sockets and pipes. Hence use FIONREAD here since it seems
more appropriate.
