qpaeq: change license from AGPL to LGPL v2.1
This removes one unnecessary exception in the PulseAudio licensing terms. In December 2016 I asked permission from all qpaeq contributors for the license change, and all gave the permission. I have archived the emails here: https://www.freedesktop.org/software/pulseaudio/misc/qpaeq_relicensing_emails.txt
