Peter Hutterer fb2d35895e conf: ignore the prefix if the config file name is an absolute path 
Fixes:
$ export PIPEWIRE_CONFIG_PREFIX=/usr/share/pipewire
$ pipewire -c /etc/pipewire/bar.conf
