tokyo4j bc0174d849 workspaces: react to Reconfigure
Changes in `<desktops><names>` or `<desktop><number="" prefix="">` required
restarting labwc to take effect.

This commit adds `workspaces_reconfigure()` to update `server->workspaces` on
Reconfigure.
