terminfo: smm: enable 8-bit Meta mode

To enable 8-bit meta mode, we need to:

* disable "send ESC when meta modifies a key" (private mode 1036)
* enable "8-bit meta mode" (private mode 1034)

rmm reverses the above.

Closes #1584
